Priority: 3. Baltic Sea as a common resource
The project consists of four thematic work packages (WP3-6). Each is led by a project manager representing a national authority. Work packages are interlinked in clearly defined inputs/outputs. WP3 on Competence and Recruitment Challenges addresses the shortage of competent recruits in the maritime sector. WP4 on e-Navigation, establishes one or more e-Navigation Trial Zones, maturing both administrations and industry for the investments ahead.
WP5 on Vessel Traffic Data & Maritime Planning deals with problems related to deficient quality of maritime traffic data when used for traffic analysis, decision making and coastal zone management. The increasing maritime traffic density inevitably increases the environmental impact through marine accidents, thus creating a need for improved risk management. WP6 on Dynamic Risk Management addresses this problem by developing and demonstrating different approaches to dynamic risk management.
The EfficienSea project represents a strong and viable partnership, consisting of organisations with considerable knowledge, experience and formal authority within the project’s thematic fields.
The tasks and deliverables have been worked out in the spirit of transnationality, with the aim of facilitating implementation in the entire BSR after completion of the project.
Both the EU Commission and the Baltic Council will give priority to maritime spatial planning in the years to come and this project has the ambition of being valuable for national and EU authorities and agencies.
The tasks identified in this project generally have high priority in the organisations involved as they match their respective mandates. Some of the deliverables will shape future actions of the project partners. Others will serve as frame documents for investments in the private sector. Hence, EU funds will have multiple effects in the years to come.
The project vision is towards clean, safe and reliable maritime traffic in the BSR. The underlying principles of the overall project are efficiency, safety and sustainability framed by the Lisbon and Gothenburg agendas.
